Adoption of the MPO Public Participation Plan

Public Participation Plan (PPP): Final Draft Now Available for Review


The Missoula MPO is updating its Public Participation Plan (PPP). The PPP outlines how, when, and why the public is involved in transportation planning. The PPP sets clear expectations for public engagement and outlines the tools, timelines, and processes the MPO uses to involve community members, partner agencies, and stakeholders in shaping transportation decisions.


The PPP update took place from June through December 2025, and the final draft is now available for public review. The MPO is accepting public comment on the adoption of the MPO Public Participation Plan (PPP) through February 27, 2026.Public comment will also be accepted at the following meetings:


Transportation Policy Coordinating Committee, 140 W. Pine St,

  • February 17, 2026, 1:30 p.m.

  • March 17, 2026, 1:30 p.m.

What Is a Public Participation Plan?


The Public Participation Plan outlines how the MPO meets federal requirements for public involvement and how community input is built into transportation planning.


Specifically, the PPP explains:

  • How the MPO notifies the public about plans and projects

  • When and how the public can participate

  • What engagement methods are used

  • How accessibility and inclusion are addressed

  • How feedback is evaluated and used

The PPP applies to all MPO plans and processes, including the long-range plan, corridor studies, and documents like the TIP and UPWP.


Goals of the PPP Update


This update to the PPP set out to:

  • Improve accessibility and readability, including ADA compliance

  • Update public participation goals, strategies, and best practices

  • Provide a clear framework for staff to plan engagement for projects

  • Establish an Evaluation Plan to measure how well engagement efforts are working

  • Create a clear Public Guide to help community members understand and participate in MPO processes

  • Identify gaps and opportunities through an Engagement Assessment

  • How engagement is planned and evaluated

Provides an overview that:

  • Explains what the MPO does

  • Invites the public to help shape the community’s transportation future

  • Highlights ongoing opportunities to stay involved


3. Public's Guide to Missoula Regional Transportation Planning

Written specifically for the public, the guide explains:

  • What the MPO is

  • What the PPP is

  • How to use the PPP

  • How and when to participate in MPO planning

The Missoula MPO will make all reasonable accommodations for known disabilities that may interfere with an individual's ability to participate in any Missoula MPO program, service or activity.
