Amendment One to the Missoula Connect Long-Range Transportation Plan

The Missoula Metropolitan Planning Organization (MPO) is accepting public comment on Amendment One to the Missoula Long-Range Transportation Plan (LRTP) through February 16, 2026. Public comment will also be accepted at the following meeting:


Transportation Policy Coordinating Committee, 140 W. Pine St,

The LRTP (Missoula Connect 2050) guides multimodal transportation planning and project prioritization through 2050.

The following changes were made to the LRTP in the draft amendment:


  • C127: Russell Street Reconstruction cost and funding source was updated following the award of a $59 million federal MPDG grant.

  • C116: Hwy 200 Complete Street moved from "Committed" to "Near Term" following the recission of $24 million Reconnecting Communities grant.

  • C191: Hwy 200 Railroad Bridge Replacement moved from "Committed" to "Grant Contingent" following the recission of $24 million Reconnecting Communities grant.


  • Reserve Street Safety Action Plan recommendations were incorporated in the LTRP:

    • Safety Action Plan Information was added to page 77.

    • The following existing projects were adjusted to better align with the Safety Plan.

      • C133: Reserve Street Protected Bike Lanes moved to Illustrative from Medium Term.

      • I263: Reserve and River Rd Intersection Improvements moved to Grant Contingent from Illustrative, and project description and cost were updated.

      • I169: Reserve St and 3rd Street Intersection Improvements moved to Illustrative from Medium Term.

      • I262: Reserve St and S 7th St Intersection Improvements remains Illustrative with project description updated.

      • I261: Reserve St and Spurgin Rd Intersection Improvements moved to Illustrative from Medium Term.

      • I166: Reserve St and Mount Ave Intersection Improvements remain Illustrative with project description updated.

      • I168: Reserve St and South Ave remain Illustrative with project description updated.

    • The following new projects were added:

      • C266: Reserve St Speed Management, Signage, Pedestrian Crossing, and Signal Upgrades added to Medium Term.

      • C267: Clark Fork River Bridge Lighting added to Grant Contingent.

      • C268: Reserve St Access Management & Crossings added to Grant Contingent.

      • I277: Reserve St and American Way Intersection added to Grant Contingent.

      • I279: Reserve and Mullan Intersection added to Grant Contingent.


  • The MPO's Air Quality Conformity Analysis was added to Appendix F.
